There are three crime events that do come to mind in relation to homicide in and around New Orleans:
The Axeman of New Orleans (1918-1919), The Atlanta Child Murders (1979-1981), and The West Memphis Three (1993).
The Atlanta Child Murders seems like the most relevant.
The Atlanta Child Murders were committed in Atlanta, Georgia between 1979 and 1981. Twenty-nine (29) African-American people were murdered. Wayne Bertram Williams was identified as the key suspect in the case on May 21, 1981. He was arrested on June 21, 1981 at his home for the murder of 27 year old Nathaniel Cater and; 29 year old Jimmy Payne. Eight months later, on February 27, 1982, Williams was convicted of the murder of the two men and subsequently is still considered a major suspect in the Atlanta Child Murders.
As of January 29, 2007, Wayne Williams (now 47 years old) continues to maintain his innocence. "lawyers for the state of Georgia agreed to allow DNA testing of dog hair that was used to convict Wayne Williams" in the hopes that [the tests] "might help win Williams a new trial."
However, the most recent account of a serial homicide in New Orleans is that which appeared in the New Orleans Times on December 5, 2006 in which it was reported that suspected serial killer Ronald Dominique, 42, confessed to the murder of up to 23 people, all males between the ages of 16 and 46 during a 10 year time span.
Perhaps there was a serial killer that preyed on boys in New Orleans in the 1980's, yet, the tabloids may not have given him/her as much attention as some other of his or her contemporaries, eg. Richard Ramirez (The Night Stalker) and Ted Bundy.
On fictional note, there is a film starring Clint Eastwood titled "Tightrope" (1984) about a detective (Eastwood) on the tail of a serial killer who preys on prostitutes in a New Orleans red light district.

You may be thinking of Wayne Williams who murdered lots of boys during the late 70s and early 80s in Atlanta. He was convicted in 1982 and the murders suddenly stopped as soon as he was off the streets.
