She is panting, and nesting, trying to find a safe place out of the way of the hustle and bustle to have her pups.
Also, you should notice a bit of thin, watery blood kind of oozing from her rear area, but not much.
Her teats would be getting bigger too. But if this is not her first litter, that could happen even two weeks before she delivers......
Her usual behavior might change for now, if she is usally a friendly dog, she might start to keep to herself, and actually might be a bit aggressive to strangers especially in her home.

Here are things they do the last few days before whelping
a. they want to nest and find a quiet or dark spot they may try and get in your closet in the house and hole up
b. they often try to dig holes and burrow if they go outside
c. they may start eating less because of all the pressure on their stomach from the pups
d. their teats start to produce milk if you squeeze them
The last week of pregnancy if you take their temperature everyday the day their temperature drops more than 2 degrees F below "normal" for that dog it should start to whelp within 48 hours.

Your dog will start to scratch all around, like trying to make a nest. Then she'll start panting and just lay down somewhere comfortable.

My yorkie was having seven pups and when she was due she laid in her whelping box and started panting...they just seem to be more worried than usual and figgety..so watch her..if you know your dog you will know that she is acting differently.

mine gave no signals at all she had been rescued two weeks before she had them and she was still very unsure of herself so she hadstayed in hiding anyway under a very low coffee table even to the point her meals were also under the table 1st we knew about her even being pregnant was when she had had the 3rd one there had been no signs she was under a stone in weight so didnt dream that she was pregnant as there were no outward signs

She'll be restless, panting heavily, not look like she can get comfotable.

my dog was extremely restless (wouldn't sit down, kept pacing) and rooting around in pillows and blankets
