Why don't you email some English Universities and ask if any students who are studying Italian would like to exchange telephone numbers (this could be expensive!) and you could help each other with Italian and English speaking!

Sorry if you don't want me to do this, but I am now going to correct the English in your question:-

'I want to speak quickly....and obviously fluently'
'Can you advise me?' ('device' is a noun - it is a thing which has a function- please check this out in your dictionary!)
'I know that I should talk to an English person or someone who knows English well'

Of course, there are other variations to what I have written, but I hope it helps. Maybe you could post lots of questions and ask us to correct your English, although you will probably get lots or responses that are not correct, because they think that is a funny thing to do!

p.s. Your English is better than plenty of English people! Most English people are rubbish at other languages - I don't think our schools consider it all that important. Most children don't start learning another language until they are about 11 years old (although I think this is improving). Keep up the good work and good luck with your exam!

Watch a lot of English films - most DVDs have an original English soundtrack. Read English books, and participate in English.speaking internet forums, such as those at http://www.about.com or http://www.delphiforums.com/. (You don't necessarily have to pick forums ABOUT English - anything you find interesting and that will get you talking will work.)

Of course, none of this will get you to actively *speak* English, but it will build your vocabulary, improve your feeling for the language and your grasp on grammar, and, in the case of forums, give you practice in expressing yourself in English.

If you can't find native speakers to talk to (surely, Rome ifs full of tourists - maybe you could try to strike up conversations with them? Maybe get a job as a tour guide for a while?), the next best thing is to speak English to non-native speakers, like the other students at your institute. Of course, you will not have a "perfect model" then, but practice is still practice, and talking English to other non-native speakers will still help to improve your fluency.

You said it, if you want to learn to speak fluently you have to practice, preferably with native English speakers. I can't believe there is plenty of them in Rome, put an ad in your local paper, notices in the shops, or ask your professer if there is any English conversation groups locally.

Good luck

Watch lots of British television. If you haven't got it where you live you might want to invest in a satellite dish.

I bring my children up bilingual (English and German) with help of letting them watch the same tv programmes in both languages.

Or how about moving to an English speaking country for a while? That certainly helps.

Don't go to chatrooms as a lot of incorrect English and slang is used. Try looking for someone you can speak online with, using something like Skype.

WTF? Is there any way to learn a language other than speaking it?
Perhaps your problem is that you are more focused on greco roman wrestling in the nude than learning the true language of love- English.
