It depends on the motor skills and how much the child rolls while asleep, of course, but I've known 5 and 6-year-olds who've done fine in them. My little brother started when he was five, but he wanted a parent or grandparent to lift him onto and off of the top bunk until he was about 6....which was fine by everyone.

I sleep on a bunk bed in the military, I sleep on a bunk bed down at the ranch, it beats the dickens out of sleeping on the floor. If there is a lack of room then there is a good place for a bunk, I think that the cut off is when you get married, mostly because a bunk is just a little for two people at the same time
Note; I miss read the question, I would say when you move a child from a childs bed to a regular bed about 3 to 4 years old but I would hold off putting them in the top bunk

im 20 and at home i still ahve a bunk bed because i share the room with my twin... but ive been in college so i get my dorm there, which thankfully doesnt have a bunk bed... but id say the begining of highschool is the limit... kids need thewir privacy, especially whne they become teenagers and sucyh... i was fine with my bunk bed till near the 7-8th grade, but when highschool came i really wanted no part of it but i had no choice... so id say between 7-8th grade would be the limit.
and ive been in my bunk bed since like 5, of course now and then wed get the beds moved apart and not on top of eachother but they for the most part have been in the same bunk bed position since i was in 1st grade, 5 years old.

well tehre really is no certain age, its when oyu think the child is ready. if teh child can climb well, if there not afraid of heights, if they can climb a latter, if you know they wont fall off, [ if they have slept in a regular bed without a gait on teh side so they wouldnt fall off and they didnt then you may not need the gait..but you may just want to be safe]

Whatever age they can climb up the ladder, avoid falling out onto their heads in the night, and aren't scared to sleep up there.
In other words, it can be different for different kids.
