Alan is correct.
But by using a flash in manual, you are essentially losing all the know-how Nikon designs into their newer camera/flash interface.
The Nikon flash system is truly outstanding, the best of any camera in production. If I were you, I would get a SB600, or SB800 if you can swing it, and take advantage of iTTL.

Yes. According to The D40 manual (Page 100), the SB-16B is fine to use in non-TTL auto and manual modes and at shutter speeds of 1/500 or less. If you try to take a picture with the SB-16B using the TTL mode, the shutter will not release. You can also use rear-curtain sync mode when you use the camera to select the flash mode.
