Evolution does not have to explain anything like a conscience. Being who we are and thinking the way we do is part of man's upbringing in this world. I am certain that a caveman didn't always feel regret or bad after they did something terrible. These feelings came later as man moved into society and gained religion. Having regret is a good thing because it could mean that the person would not make the same mistake later on.

COnscience evolved because groups that had a conscience survived better than those without. They had a better support group, more of a reason to keep on living, etc.
In addition, humans aren't the only species that evolved a conscience. Elepahant females will adopt an orphan at great personal sacrifice. Dogs will mourn, sometimes to death, the loss of a master or companion dog. Dolphins have been shown to have a highly evolved conscience. Try googling the words "animals" and "conscience" and you'll have a lot of interesting reading.

Humans have a predisposition for empathy. Notice I say predisposition. It is not an instinct. You must be cared for properly at a young age for your brain to form properly. Children who have been neglected at very young ages, or exposed to abusive situations often to not develope the ability to empathize with others. These people are at a very high risk to become sociopaths and serial killers.
Empathy is an important asset to us as humans because we are social beings. If you treat someone poorly you are far more likely to be treated poorly in return. Neither of you benefit from this situation.
The octopus, on the other hand, is a highly anti-social animal. Octupuses only encounter eachother for two reasons. To mate or to eat....the other octopus. Other than mating, an octopus does not benefit in any way from having another octopus around.
By the way, empathy has been observed in chimps, gorillas, bonobos, and various monkeys as well. It has also been observed in merecats, who are highly social animals. I think it's fair to add dogs to this list, and even cats though they aren't all that social. The reason is, both dogs and cats must be taught how hard is too hard to bite by being bitten by their litter mates in play.

A conscience comes from empathy and the truth that like yourself, everyone else in the world wishes to be removed from suffering. When you impose suffering onto another, you empathize what it would be like and your conscience lets you "know" or understand it. Most likely this stems from Mirror Neurons, a complex neural system discovered a few years ago that mirrors sensations you observe happening to others, so you experience what they do to some extent. This is thought to be a major mechanism in language acquisition, learning, and social behavior.

As a social creature, the human needs to feel something that does not encourage it to regularly harm members of it's group. It's a survival mechanism. To humans, it has spread to a host of other things, much like crying has become connected the emotive parts of the brain.

Progression and advancement for a sentient species is made via the gaining and the accumulating of knowledge. All knowledge is beneficial to advancement. Even experimental and theoretical knowledge is beneficial for knowledge begets knowledge via a chain of influence. The various forms of expression like visual art and music contribute to this chain of influence but the area of human endeavor which contributes the most to progression and advancement is science and technology.

We're taught to feel that way, socialized. Social learning is adaptive behavior. The bad feeling keeps us from engaging in a behavior unacceptable to others in our community, enhancing our chances of passing on our genes.

people without a conscience are less attractive as mates to others and are therefore less likely to reproduce their dna
