I am a retired NASA Eng. The ozone layer is created when the solar winds collide with the earth's magnetic field. U may find more on it as the Van Allan Belt . It is very high up and nothing that man can do affects it. It is also the ionized O3 which has a special charge across it. When we launch a missile through the O3 layer the high voltage in the satellite must be turned off or it will arc over and burn something up.
