I receive a not responding prompt when closing a window

We really need more info. Any error messages? Is it just certain sites that lock it up?
Here's a few ideas that might help:
1: Make sure you're running the latest version of IE. Go to Tools-->WIndows Updates. After the updates are DLed and installed try again. If this doesn't help, go to 2
2: Go to Tools-->Internet Options and click on the Programs tab. Hit the Manage Add-Ons button at the bottom and click on the drop-down box. Go through the last 3- Currently loaded, does not require permission, and ActiveX- and disable them all. Now start surfing. It this solves the problem, start turning them back on 1 at a time. If you have a lot, say 5 or more, it's probably a conflict between 2 or more that are attempting to do the same thing or just 1 that's not compatible.
There have been a lot of errors coming in about Yahoo Toolbar for example and few from the Google Toolbar.

Personally, I recommend that you switch to Mozilla FireFox. It's freeware, faster, more secure, and has a ton of add-ons and skins. While you're at it, dump Outlook Express (Or Outlook) and get the Mozilla Thunderbird e-mail client.
