Ok well here is the story i will use the names "Alec" and "Jay"
Ok well i was in class minding my own bussiness when Alec said "i'm watching you" and then a little bit later after that class Jay went up to me and said "i'm watching you"! What does this mean?

they are flirting with you.. simple as that.
either one or both of them likes you.. and if one of them does and they are friends then the friend probably knows that he likes you.. so he is trying to replay what his friend said flirty to you.. because a lot of time when a guy likes a girl their friends make fun of them for it.. like goofing around.. and so he would repeat what he said.. (happens all the time)
