It would most likely be due to bad dental hygiene that has possibly progressed to gum disease. A lot of people laugh at the notion of brushing a dog's teeth or having them professionally cleaned but think how your mouth would smell if you never did those things. If they have been known to have health problems it could be an internal organ issue, or if they take medication some medicines can cause bad breath.
or maybe it just got done licking its butt.....

Dogs have really rotten oral hygiene on their own, but you should brush their teeth once a day. If they have a really lot of plaque buildup, then they will need the vet to put the dog under anesthesia and scrape the teeth.

Sometime itis from what they eat.Sometime it is the plack on there teeth. Sometime it is cancer...It can be many different things but most often it is the plack build up on teeth.
