As a landlord, or course you can have carpet in the bathroom. However its more fashionable and hygienic nowadays to have tiles or vinyl floor covering. Easier to keep clean and doesnt need replacing constantly, as carpet does.

Yes it is legal to have carpet in the bathroom, it is down to your personal choice. It can be unhygienic when people miss the loo or if the carpet gets wet and starts to go mouldy, but you can use carpet shampoo and dry it out or just change the carpet, regularly. If you want to change the carpet for tiles or anything else you had better check with your landlord first.

Evidently the person saw the apartment before she sign the contract with carpet; and the building belongs to you.
But for sanitary reason and the water accident will happen; It is wise to have tile, let the renter buy throw rugs.

i doubt it is illegal to have carpet in a bathroom, they have no way of regulating what flooring is in what room, but you never know in this country!!!
