in Britain, stun guns are a section 5 firearm - they fall in the same category as a machine gun - unless you are the Police, military, or a registered dealer for one of these organisations, you wont get a licence for one. You cant have one even if you lock it in a bank vault ! (ps, technically, the same situation covers CS/pepper sprays etc)
