the rules are:
Every part of the car must be built.
The wheels must be made from something that wasn't originally intended to be a wheel.
& you can use as many balloons as intended... but it must be powerd by balloons only

if u have any idea how i can make one please tell me... this is for a school project

Buy an erector set or lego set.

Build the car.

Use, say, thread spools as the wheels (glue them on to some axles? Use epoxy glue, get an adult to help).

Attach the balloon. Find a way to enclose it so that it doesn't take off without the car. Don't tape it down, that's a waste of effort and will make it hard to blow up - instead, build a cage for it.

Use bottle tops for wheels and four straws for axles. Stick two straws to the bottom of a square bottle. Slide the other two straws inside these so they can still turn and attach the wheels to these. Get the bottle top that originally went on the bottle and drill a hole in it. Drill a hole in the top of you bottle. Get two straws and make them so they attach securely between both holes. Do the lid up on the bottle. You now should be able to blow air in through the top of the bottle and have it come out of the straw in the lid. Finally blow up a balloon and attach it with an elastic band to the top straw. Then let your car fly!!!

Use spools (of thread) for wheels and straws/pencils/chop sticks for axles. Use an empty juice box for the body. Inflate a ballon and use a large paper clip to clamp the end closed. Use masking tape to attach the inflated ballon to the body with masking tape, with the ballon's end facing the rear. Slip the paper clip off and let the ballon deflate to propel the car.

Actually, I like Nick W's suggestion better than my own..........
