Well you can stop by an arts and crafts store and get the larger cake pans. They usually have booklets to show how make different cakes..
Me I would make 4 13x9 cakes, let them cool until the next day. Assemble them together on a large piece of clean carboard or put foil over a large piece of cardboard for stability then frost all 4 completely in white frosting.
Then dye some white frosting red for the stripes.. and blue for the background in the corner and then pipe stars. It would definitely be a long project. If you did it correctly at least 3-4 hours for the decorating part.

Robin S has a good idea for the stripes. For the stars get some marshmallows and roll them flat. Then cut into star shapes with scissors.
I suggest that you invest in a paste food color by Wilton for the blue field. Royal blue is the color closest to the color of our flag. It will take a lot of color to get what you want. Paste color is more intense than the colors you get in the baking section of your grocery store.
Come summer there is usually a picture of a cake done with fruit. Raspberries are used for the stripes and blueberries put in the field where the white icing shows through the field like the stars. Very striking.
If you live somewhere like I do, raspberries and blueberries are expensive during the summer and very expensive in the winter, you could use frozen blueberries and strawberries.
Good luck.

i made a cake like that one time
all u gotta do is bake a cake, i usually use one of the cake mixes already ready in a box.
to make it look more like a flag, use a rectangular pan to bake it in.
then once thats done, frost the entire cake, all around, using white icing.
i made a little square in the corner and used blueberries as the blue base of the flag, then added little candy white stars, or just paper stars and stick it in the cake with a toothpick for that effect.
to make the red stripes, i used strawberries, cut in half, across the cake. and the white stripes are already there cause of the white frosting.
i hope u can picture what im saying.
for me it was a complete success
:)
hope it works out for you

I don't understand. If you're patriotic (sounds like you are), don't you know what the flag looks like? At the very least, I'm sure you can find one to look at.
I MUST be missing something in your question.
Make a rectangle cake. Use white frosting to ice it. Then, use blue icing to make a square in the upper left. Either get sugar stars or simply make white "blobs" for the stars. Finally, use red icing to bar the red stripes.
Or, instead of red icing, use strawberries or raspberries.
