The least expensive way to get a pet is to adopt. You can often find "free to a good home" adds in the paper, or posted on bulletin boards at the grocery store or pet store. Many pet stores encourage adoption, and don't sell common pets like dogs or cats (My local Petsmart does this)

If you adopt this way, you still need to have the animal checked out by a vet. If you adopt from an animal shelter, they will often have neutered/spayed the animal and had it checked out by a vet. There is a cost involved of course, but it is often less than the trip to the vet (although you should still at least have a checkup) Most shelters, at least in my area, require a fairly comprehensive application, which will help to determine if the pet is right for you (big, active dogs and small apartments don't mix, for example)

Whether you adopt privately, or adopt from a shelter, I urge you to adopt and spay/neuter your pet. There are millions of pets euthanized each year, so you can save one life, at least.

And please consider a dog or a cat, not a rodent, and especially not a reptile. These animals tend to have relatively short lifespans, and many vets are not all that well versed in their diseases, particularly true for reptiles (Note: I do own an iguana, a rescue, and it's very large although hand trained and not aggressive. It's 12 years old and six feet long, and roams the house, and uses it's own litterbox. But I studied a lot about this animal before I accepted it for rescue and it's not easy to get veterinary care for her. Not for everyone)

Good luck and enjoy your pet. Give it lots of love, and it will return it.

How OLD are you? Are you prepared to pay for the vet bills and medicine if you must? I'd say that your 'best pet' should be one that you really 'like' ... a hamster or a guinea pig would be a good 'first pet' and they don't cost too much even for the cage and toys and food and bedding ... a hamster is 'nocturnal' though and would be 'up' mostly at night, and a guinea pig is larger and needs more room but is awake during the day. You could get a pet rat, too ... they are great pets, and you can teach yours to 'ride in a pocket' and to sit under your collar so no one but you will know it's there and can take it virtually anywhere. But you still need to 'talk to your parents' and 'prove to them' that you WILL take good care of your pet ... and I think that you will, since you talk about the 'financial commitment' you are willing to make. My 'best pet ever' is my hedgehog, Tiggy ... but I didn't get her until I was 56 years old! I asked my husband for a guinea pig and he kept saying NO, so I figured I would ask him for something 'really expensive' to get my guinea pig ... I asked for a hedgehog because he already knew I wanted one, and he said 'yes,' and I got Tiggy less than two weeks later. We'd had cats before, but were living in a 'no pets' building ... since Tiggy lives in a 'cage' she's okay to have here, and I am 'totally happy' with her.

i saved up for my puppy. $200 adoption fee, $100 for kennel and mat and regular bed, numerous bags of training pads, food, treats, endless supply of toys, collar, leash, license, neutering, shots, checkups, as well as unexpected vet bills... I'd say the puppy has cost me $1500 - $2000 in a year. Pets are cheap... even rabbits are expensive... cage, food, hay, bedding, spay/neuter, toys, treats, vet (if you choose to take them which you should as rabbits can have many health problems) Hamsters can be cheap but don't usually last that long. Guinea pigs are another affordable option.

i've always loved cats, i had them growing up and have three now! (which is a lot for a small two bedroom house--they have their own room! lol) the main things that need to be bought for them on a regular basis is food and litter, and how much that is depends on the quality of food and the type of litter you (or sometimes THEY) prefer. one time purchases would be the cat tree/kitty condo and dishes & litter box. my cats prefer to play with wadded up paper or the rings off milk jugs, so i don't buy them toys. and they just have a scrap of fleece material that i made into a bed for them.
vet's can be expensive, but not as much as for dogs, and cats tend to stay healthier it seems (to me) -- as long as they stay inside! (about $50 for a yearly check up, which i skip sometimes unless there's any changes in behavior or appearance, esp as my cat hates the vet!)

you're like 10 right??? i figured seeing as you lack the ability to spell. i am currently saving my own money to pay for a cat including the costs of food, collar, bed, litter box, litter, litter scooper, bowls, toys, a scratcher, etc. i have $240 left over from my birthday and an upcoming birthday with lots more money.

I already pay for all my own pets! lol

A teddy bear hamster is pretty affordable and they are friendly and cute.

To set up a hamster cage it will cost you about $30 intially and maybe another $10 a month tops after that.

Me personally I would by a King Snake or some type of bird. Possibly a parakeet or canary. It's entierly up to you though and what type of animal you are interested in.
