Lady Justice is often depicted wearing a blindfold. Due to the fact that blindfolds were commonly worn by the blind, some assume Lady Justice herself is blind. This belief is likely what led to the phrase, "Justice is blind".
Justice is most often depicted with a set of weighing scales typically suspended from her left hand, upon which she measures the strengths of a case's support and opposition. She is also often seen carrying a double edged sword in her right hand which divides with the power of Reason and Justice in either direction simultaneously.

Well, Slappy's Evil Twin is mostly right on the symbolism. Justice is supposed to be blind to your skin color, gender, status, etc., hence the blindfold. The scale symbolizes weighing the evidence but it also symbolizes a balanced and just outcome. The sword is the sword of swift and righteos retribution.

which is the opposite of how the world is run since you need to purchase the best attorneys if going up against a much more powerful organization that has committed a crime against you. In a world with such great emphasis on capital, justice and mercy are never blind.
