I recently heard from a friend that most of the 3rd World Country's governments are using the money provided for aid to use on their armies. Is this true (cite sources, please)?

It depends on who the aid is from. For example financial aid from the US comes with strict limitations on what it can be used for. Most other countries with a free press keep close tabs on the use of foreign aid because they do not want an embarrassing scandal in the newspapers.

Aid from the UN is another story. There are rarely any sort of control over how it is used and due to the corruption in the UN - with a small bribe the money can go anywhere.

Look at the 'oil for food' scandal for an example.

Maybe in the Horn of Africa, Central Africa, and parts of West Africa and East Africa, for example. However, some Third World governments like my country's (Nigeria) use some of the aid money, granted to them, for personal savings abroad.
