The previous government signed and ratified the Kyoto Protocol. The target was a 6% reduction with respect to 1990 levels to be achieved between 2008-2012.
Since the election of the conservative Harper government, there hasn't been much action on climate change. In fact, the Canadian government has started to sound a lot like USA administration.
Somehow conservation isn't on the conservative agenda.

The population of Canada is slightly more than that of the state of Texas.

And Texas dumps more pollutants into the eco-system than all of Canada combined.

How do you think the US (as a nation) fares in comparison?

Besides which - they ARE cleaning up their environmental hazards ... WITHOUT the added 'carrot' of Superfunds to help finance the efforts. Most Canadian firms (that are the worst polluters, with the notable exception of the petroleum industry in northern Alberta) are amking inroads in theri pollution-control programs because it makes for good public relations ... which in turn translates in to better market share. They aren't legislated into doing it ... they see the benefit and have the guts to take a small hit on short-term earnings-per-share in return for a much better overall return in the long run.

The US is the world's biggest polluter, or so they say, so I would assume that's why.
