This is an 'in' condition at the moment. It is little understood and is often mistreated as night cramps. It tends not to respond to things like quinine nor to simple pain killers.
The diagnosis is made by confirming there is a need to move the legs, usually accompanied or caused by uncomfortable, unpleasant sensations in the legs, these symptoms are worse with inactivity, relieved by movement and worse at night.
Bathing, exercise and massage may decrease symptoms. Two drugs now have distinct licences to treat restless legs, Ropinirole and Pramipexole. They are both drugs of a type similar to those used in Parkinson's, dopaminergics.

I have RLS periodically because I have spinal problems and nerve damage. I used to take Quinine Sulfate capsules at bedtime but my insurance no longer covers it. I tried drinking tonic water at bedtime but the bitter taste got to me so I stopped. I heard an old story that said apple cider vinegar sprayed on the legs would relieve them and I thought...well, it can't be as bad as tonic water. And guess what? It relieved my restless legs and I got to sleep. I also tried the vinegar on a really bad charley horse and it stopped almost immediately. The verdict is still uncertain until I test it more but so far, so good.

I've had this problem myself in the past. I found a couple of things to be helpful: first, take a nice, brisk walk or a run in the evening. Second, take a hot shower or bath-preferably a bath-before bedtime.
These may not completely eliminate your symptoms. If you still have problems, see your doctor. There are medications available for this.

Yes, my doctor told me it came with growing old and more or less told me to put up with it, but because I said I wasn't getting any sleep, prescribed sleeping tablets.
I don't think there is a cure yet and it's not known what causes it, there's speculation about it, such as iron deficiency.
I have found that it's worse when I am under stress or angry (like today). As I don't like taking drugs I am trying herbal teas such as chamomile or the bedtime ones that have valerian in them to help to relax.
You may have a more sympathetic doctor than mine.

Describe it to your doctor. S/he will probably prescribe Klonipin or one of the newer drugs you see advertised on TV.
I do not know what causes it.
However, sometimes an ice pack will help.
Good luck.
