U.C.I rules have been the main influence on bicycle frame design. Many advancements have been banned by the U.C.I. because they give an "unfair advantage". I'm not just taking about recumbent bikes here.(Banned from competiton 50 years ago)

The current rules limit bicycle weight to a minimum of 6.3 kg. Bikes can be made much lighter than this. They also limit saddle postion and quite a few other things.
