It means that the odds are in your favor and your payout is less than 1:1

For example, a "Don't Pass" bet in craps is squarely in your favor if a point is established. If you were to "Lay" odds on the bet, your payoff would be say: 1:2 if the point is four. (as opposed to 2:1 if you bet on the pass line and took odds.)

It just means placing a bet...the word "laying" came from laying a chip down on the table.

laying a bet means your betting agaist the number before the seven comes. You have to also pay a vig for this action. for example if you lay 100 no four you win 50

if you lay it means you think the oppisite will happen, eg lets take a football match. liverpool win 2.00. if you think liverpool will not win than you lay a bet.
