Well, in order to properly answer your query, we have to take a good long look at the physical composition of a zombie. Zombies, as we all know, are merely animated corpses. Whether they seek vengeance on their killer, were resurrected by a nefarious necromancer, or just want to do the "monster mash", all zombie have a common element- they are freaking dead. As a result, many retain the wounds that originally killed them, in addition to a certain amount of decomposed muscle tissue. Now, to address the question of "could a zombie climb a ladder", is difficult. If your Zombie had, say, no arms, then they couldn't climb a ladder (if they were an acrobat zombie, or maybe a ninja zombie, they could climb the ladder regardless.) If the Zombie in question was at one point a professional basketball player, or maybe an olympic high jumper, then they could simply jump to whatever height was necessary.
Unfortunetly, most run-of-the-mill Zombies don't have such fantastic and far-out attributes. Most Zombies would find everyday tasks such as walking down the stairs, pouring a glass of milk, and even hugging a loved one almost impossible- a ladder would surely kill them...
Zombies live through this modern day hell every waking minute- suffering from week to week, experiencing an agony far worse than any death. Rather than take them to a proper zombie home, millions of Americans leave their zombies out to rot amid the cold, harsh, living world.
Please, when you imagine a zombie climbing a ladder, cast out that thought. Picture a poor defenseless wreck of a corpse...crying...in a corner...
...and seperate hollywood from reality....

Well, for all known knowledge of "zombies", it may be possible. There are four main types of zombi. The first is that created by voodoo or dark magics(think here dark warlock). This kind can only do what it was created for like moving heavy objects or just to chase away the riff-raff. The second is one created thru scientific mistake. Such as someone attempting to repair the brain and re-arranging the cellular make-up at the same time. This kind can usually be controled only thru chemical medication or some sort of electronic device. This kind also has limited inteligence, yet can do almost anything a regular person can. The third and fourth kind are created respectively through chemical and biological means. The main diffeence is the chemical(s) used as well as the origins of the biologicaly re-animated zombies. The third kind is subject to a rather diminished inteligence, yet still capable of moving and thinking as a regular person would, plus needing to feed regularly on human brains for the naturally occuring chemicals in the normal human brain which these types of zombies no longer do. They third kind can also still communicate and carry on conversations, but your really don't want to go on a date. When one says they like brains when looking for a date, they don't mean for a relationship!!! The fourth kind has extremely limited inteigence, needs to each regardless of whether or not it even has a digestive system, cannot regenerate itself like the third kind can nor does it have the ability to move very quickly for periods of time greater than perhaps twenty seconds or more. While the fourth kind CAN climb stairs and ladders, it cannot immediately recognize the area or the fact that a living person is around. Run fast, and they won't catch you.

Well they have been known to hobble up a few steps every now and then. The arms kinda keep them from being stable in the air on ladders. The few zombies I know tend to shy from ladders and prefer ramps instead. I suppose it comes down to a matter of preference. If I were a zombie i think I would go for the ladder.

In Resident Evil 4 they could...yet in spite of this, they weren't technically zombies.. It rather relies upon on what zombies you thinking of. i like to think of of zombies the way 28 Days Later and 28 Weeks Later projected them. quickly, frightening, coordinated undead flesh ingesting maniacs that could climb tens of millions of ladders just to take a chew right into a marvelous, heat, comfortable, juicy thoughts...Mmmm.

Depends on the type of zombie.
Romero zombies can't.
28 Days Later zombies can.
Dawn of the Dead remake zombies might be able.
Shawn of the Dead zombies can't.
