I guess it depends on the reason for the question. Yes it is a protein food, and muscle, which makes it meat. But if you are asking for Lent, then fish is not considered meat, and can be eaten during a meat fast.

Any animal is meat in one form or another. Bugs are meat. Lobster is a bug. Birds are meat. They are classified as fish and fowl, but in all reality they are meat.
