it happens at least 3 times a week

A few quick things it could be...

the lighting of the area may make it hard for your cat to see the water in the bowl, or bad eye site could as well as a dark colored bowl, i have a cat that cant see well, so she paws at the water to find the level, for a long time though, she would pull at the bowl as she did casing it to tip over

Some cats like to "play" in their water bowl. A couple of mine paw at the water before drinking it - I don't know why - they just do.

You will have to buy a heavier water bowl that won't tip over so easily. There are ceramic ones or ones that have weighted bases. Go to your local pet store and you should see several varieties.

Also - make sure the water is kept fresh. I have a cat who will really work at knocking over the bowl if he doesn't like the water in it or if the water level is what he considers too low.

Animals are very, very good at playing mindgames with us. How much attention do you give the cat when he does this? I'd say that - from now on - just quietly replace the water bowl and have no reaction at all to the hi-jinks. Maybe that will solve the problem.

he might just not like water. try giving him milk or something and see if he drinks that.
