There seems to be some controversy to the question. The BBC website says the highest bridge in the world it the Millau bridge over the river Tarn. That bridge is 984 feet.
Another web page says the Royal Gorge bridge in Colorado is 1053 feet over the Arkansas River.
I'd go with the Royal Gorge bridge.

The TALLEST as opposed to highest would be the longest.
The pier height is directly related to the span.
So the Tokyo one would be it.
If their is a taller pier, some engineer stuffed it up.
As for highest, there is probably a rope bridge in Nepal that would get everyone for distance to ground and to sea-level.

Maybe the two previous persons who answered should check the Royal gorge in Colorado it is 1053 feet above the Arkansas River.

answer is cleveland bridge and for bonus points biggest in world is in france and is bigger than eifell tower its called Millau bridge
