You can't "tone" nerve cells for a psychological purpose. Physical training, e.g. weight training, performance exercising, improves the function of neural pathways, and so muscle response. But if you're wanting to be braver, that's a psychological thing, and it needs a psychological measure.

It sounds like you have a self-esteem issue, possibly paired with phobias, a.k.a irrational fear. Take extreme skiers-- they probably didn't start by jumping out of a helicopter and running a vertical slope littered with jagged rocks. They started off small, built up their confidence, and with each success found themselves craving a more difficult challenge. As they tested their limits, their confidence improved, and as their confidence improved, they felt the desire to test their limits.

Positive self-talk and gradual challenges will make you braver. If you're trying something new, don't set yourself up to fail. Start small, set realistic goals, tell yourself you can do it, and you will. And don't be afraid to get a bloody nose in the process. If you can land on your *** and realize the world didn't end, it's not so hard to get up and try again.

If you're worried about an excessive startle reflex, calming self-talk can take the jump out of you. Some people are just "wired" to be more twitchy and reactive to sudden stimuli than others. But if you teach yourself to relax with calming thoughts and/or healthy stress management techniques, this can be overcome.

Push the envelope, take control!

First make sure you are in good enough shape to start exercising. Meaning that you don't have high blood pressure, a weak heart, etc.
As far as treating the nervous system with nutrition, eat a healthy diet, high in beta carotene and take a proven B complex vitamin. I am taking it and it really works.

Fear is only a bad thing if you let it stop you from trying new things....Even if something is scary or intimidating TRY IT ANYWAY. The answer about exercise is simple. Yes having a healthier body and a more fit lifestyle will give you confidence!

You will be braver if you can find something to believe in, outside of yourself. The self, you will find, is not something you can rely on in thick and thin. It will let you down most of the time, and you
will lack courage when you really need it to survive. The time-tested solutions will come to your aid, when you turn to them.
