Using products containing petroleum (vaseline) or mineral oil could be a likely cause (rather than a cure!). I know you said you moisturize a lot, but if you are using a face cream (or even worse a hand or body lotion) the molecules are too large and the creams will stay on the surface actually blocking moisture from entering the cells. So make sure you use a good eye cream, Arbonne's Intelligence eye cream would be a good choice for you (visit my website to request a sample, I've been out but I will have some more this week).
Another thing to consider is your expressions. This may sound crazy, but it is repetitive movement that causes deep lines to appear. Look in the mirror and smile (you said this is when you notice them the most). Now, try to smile WITHOUT making the deep lines appear. Sometimes we are so used to doing something a certain way, we think that it is the only way so this may be difficult and take some time to retrain yourself. I have always tried to be aware of not causing wrinkles, I never pull on my skin and I won't sleep with my face in my pillow. That and NEVER go to bed with make-up on....EVER! Another thing is to wear sunglasses to prevent squinting.

It's not unusual, even for teenagers, to have under-eye bags. However, most of the time, it's hereditary, and those kids have had the wrinkles for most of their life. My brother, for example, had very light eye-circles when he was young. As he got older, they grew much more noticeable. Even though he's only 11 years old, the wrinkles have grown prominent.
Are you under stress? Stress or lack of sleep can make under-eye marks appear, especially if that stress/weariness lasts a long time.
If you've moved, the changes in your environment could cause wrinkles. Have you used any new facial products? I suppose there's a chance that could cause sagging.
I would guess, though, that the wrinkles are simply due to aging. If they simply appeared out of nowhere over the course of a few days, it may be best to do some online research or call your doctor if you really want to know what caused the problem.

Firstly: Do you use an eye cream? A moisturiser won't do the trick near your eyes. The skin is very delicate, and normal face products will damage it. Use a good-quality eye cream, which will re-moisturise around your eyes and reduce the wrinkles.
Premature aging is caused by two things: not enough moisture in your skin, and sun damage. So, if it's not that you don't moisturise, then your lines are definitely caused by sun damage. Always wear a sunblock when you're outside, and use a moisturiser with SPF even if you only go outside every now and then.

Get good sleep. The skin under your eyes is so delicate and sensitive, when you don't get rest it shows.
For a quick fix, take a nap with cucumber slices under your eyes. The cold reduces puffiness and soreness, and the cucumber extracts impurities from your skin
Use a good eye cream, and use it gently. NEVER massage moisturizers into your eyes with clothes, sponges or even your INDEX FINGERS! Use your ring finger, as it is the weakest finger in your hand (believe me, decades of playing piano and violin, I know!) as this will do less damage to this sensitive skin.

Sounds like dehydration. Try a good eye cream, like the one suggested earlier from Arbonne, or all about eyes from clinique. You can also steep green tea bags (or any other regular tea, chamomile smells nice, but avoid cinnamon) and let them cool, the place on your eyes for 5-10 minutes while relaxing with your eyes closed.
Make sure you apply your eye cream and moisturizer while skin is SLIGHTLY damp. They are a barrier and prevent water and moisture from evaporating from your skin.

I have the same problem although I am way past 16. My dermatologist recommended Claritin and Sudafed, said it was from allergies. It constricts the membranes. Although Sudafed is now over the counter, be prepared to give your name address social and photo ID to get them. Scarry thought.
See a dermatologist first though.

It sounds weird, but Preparation H works for under eye wrinkles. I used it 2 days before my wedding, I was stressed and didn't get enough sleep for 2 weeks in a row, I had bags under my eyes. Someone had metioned using Preparation H, and if I wasn't desparate I wouldn't have tried it, but I'm glad that I did, it cleared my eyes up in two nights. it could be from lack of sleep because i get wrinkles when i had a bad night . . it could also be from poor nutrtition like not enough vitamins it could also be from stress. . .i hope this helps
