I saw a motorist swigging a can of coke, smoking a cigarette and talking on his mobile phone. Then he put the empty can in the litter bin, stamped on the cigarette butt and put his mobile phone into his pocket before getting into his car and driving off.

technically, yes. we've all gone 5 mph over (keeping in mind that if the speed limit is 40, and you go 41, you have broken the law and committed a crime), not come to a complete stop at a stop sign, not used our signal for the ENTIRE lane change, blocked an intersection in some way etc. At least that's how it is in Washington State

I would say technically EVERYONE has broken a law at one time or another.
