As a law enforcement officer for over 30+ years, I have never seen such horrendous drivers as those who chat on a telephone, read a newspaper, type on a computer, or put on make-up while driving.

I've personally been run off the roadways on numerous occassions by people chatting on their cellphones while driving.

It would be at least a good option to mandate hands-frees operation if not anything else.

Do I think the UK law is fair? You bet I do!

I think it definitely makes the roads safer, although the hands-off phones are becoming a problem. I think its fair to get charged if you are caught. If a phone call is that important, you should be speaking to them in person instead.
