I can still turn the car on, but the the metal ring fell off. The previous owner must have been broken into or something and had simply glued it back on. Can I just re-glue and use as is? Will it pass inspection?

Yes you can just glue it back on and use it until the thing doesn't start any more. the outer ring means nothing and from what I have heard the inner parts are fine. Oh by the way you could start your car by touching wires together and it will still pass inspection.

A new cylinder with keys is usually under $30 installed at most auto repair centers. It's not worth the effort to jury rig it, better to replace it for another 18 years of service.

you can use it as is but you might break key off
