I have installed a game on my personal folder

But I did not like it so I decided to have it un-installed

But what the un-installation process did it deleted not only the game folder but my personal folder

I check if the deleted item are in the trash icon, but it is not

Im using windows 2000, is there a command I can use to recover my personal folder

System restore
Use system restore to revert your system prior to ONE DAY before you removed the game.
It should reset the game and folder.

Did you make a system backup? Just restore it to a previous state.

If your folder is extremely important, there are companies that are able to find your folder on your hard drive and restore it. It might cost you to do this. If your at work, check with your IT department, they might be able to help you out.

If you restore, make sure you save important files that are new that you have made. Save them to a disk or a network drive or memory stick.
