Lip Service means to just talk about it, and not take any action.

Lip service is a promise without any intent to deliver the goods.
The actions don't match the words.
Sizzle without the bacon.

Marketing is 100% attraction - making the pitch. The salesman is seldom the person who delivers the goods.

Lip service is a term used to describe what sellers usually say to make a sale. They will tell you what they think you want to hear rather than to tell you the true answer to the question. Car salesmen use it all the time, especially when trying to "reel" in people to buy.

If you say or promise something only because it is expected of you, without fullheartedly meaning it or expecting to provide it.

Because marketers are not a part of the company and are paid to portray the ideal of the company. It's up to the company to enforce customer service by training their employees well.
