What is going on here? Asks the judge. ‘Has this court slipped into a parallel universe?Have I been left behind?

A parallel universe is an imaginary, non conventional set of things. It is like another dimension. Something beyond the world (the universe) as we know it.

Another word for "parallel universe" is "alternative universe." In your example, the judge is using the term "parallel universe" somewhat figuratively. However, to a physicist or a scientist it something that is related to String theory.

String theory says that all universes that are theoretically possible exist somewhere. There may be thousands, even millions of them. Some alternative universes work on completely different mathematical and physical laws than our universe. In some, there may be no life. Ours might be the only one with life in it.

A kindered theory says that all possible combinations of events exist in other alternative (or parallel universes). Thus, according to this line of String theory, while you might be poor or middle class in this universe, there are other universes where you are a millionaire, even a multi-billionaire. While you didn't marry the lover or the spuse of your dreams in this universe, there might be others where you did. According to this theory, we are probably locked into the universes that we live in and cannot travel to the other ones. Yet, they may be very close to us, just inches away in the space time continuum in some cases.

Apparently something very strange or unusual happened in the court, and so the judge asks whether the court has 'slipped into a parallel universe'...another dimension or reality, in order to highlight that something weird/unconventional happened.

Author Richard Bach wrote a book called "One".
Since your interest is already sparked I hope you read the book. It will provide your mind with a very cool understanding of parallel universe. I do not read many books, but since I've been a kid this guy has had my attention.
