How do you know if you have a criminal report filed by an agency to the state(California)?

Curious to know where you would check to see if you have any criminal reports not filed by local police, but by state agency.

Lets say California Anti Terrorism agency(just an example) has filed a report on you. how would you go about finding out if you are on a report.
Curious to know what access I have, as a citizen, to any reports filed against me or that might I have my name on them.

Most Counties and Cities have the ability to run a National Agency Check for you. There is a fee involved.
