Obviously all I need is repair, but the OEM CD does not seem to have that option

Yes, your OEM does have that option. Put the CD in your pc and reboot then when it asks "Press any key to boot from CD..." then press spacebar or whatever. Then when it boots choose repair installation.

Depends on how the windows was installed. If it was more or less an upgrade or a simple repair to replace missing files. Most if not all your files within your computer should remain in tact. If it was a fresh install. In most cases.. Your entire drive was wiped out and your documents and such will need to be replaced.

If you don't format the hard drive then all your saved files should stay intact - in the older Windows install. But in Windows Vista (from my experience) move your saved files from your personal folder because the personal folder is customized when the operating system is reinstalled.

That depends entirely on HOW one reinstalls Windows. A repair install should leave everything EXCEPT the operating system intact, while reformatting and reinstalling should remove EVERYTHING that was on the drive before the reinstall. It is all in which reinstall option one chooses from the boot menus.

if you re-install windows on you pc and have different partitions available just format the partition on which you have your operating system and re-install windows. all the files in other partitions you have saved will be available intact

If your CD is a system restore disk, then you'll have nothing left on the drive. It will restore the machine back to its out of the box state.
