Does anyone know of how to obtain a visiting visa for my mother who lives in Pakistan? She already has a visiting visa for Europe.

Getting a visitor visa can be tricky; I've had experience in this so I will give you sound advice.
The trick is, is to convince the U.S. embassy that your mom in Pakistan has "ties" to Pakistan and has no intention of violating her VISA requirments to return to Pakistan once her visit is complete.
Your mom must have assets, a house, a bank account, a family, and they all need to be in Pakistan; this shows inmmigration she probably will not come to America and disapear into the woodwork.
Have her go to the U.S. Embassy with All her supporting paperwork; have her make the appointment Now as sometimes there is a wiate period lasting months to even apply. She can apply on the internet or purhaps you can apply electronically for her on the internet. Sometimes the embassy will issue a "multiple entry visa" this is what you want as it allows your mom to come back and forth over a period of time, say 5 years, to visit, without re-applying and doing all the paperwork.
Once your mom establishes credibility with the embassy by returning to Pakistan, ON TIME, she has a better chance of obtaining a U.S. green-card (resident alien) and maybe even citizen ship someday, if this is her goal.
Remember to not piss off anyone at the embassy, always be nice, always. :)

Tell your mother to go to an immigration agency or go straight directly to the US embassy in Pakistan and file for a B1 (tourist/business) visa.

If 'this country' means the USA, she needs to contact her local US embassy to request for a application for a visiting visa.
