There isn't, it is illegal to get information like that. Can you imagine the danger it could cause someone, if anyone could have that info? Would you want anybody and everybody knowing the personal info you have on record? When I worked for the State of Washington's licensing agency for vehicles/drivers, people that worked for a collection agency and others with business licenses and certain reasons needed the info, say a lawyer working on a case, they would submit the required paperwork and paid a fee. They were not able to obtain all the info, some of it had to go through the agency's Public Disclosure dept. You could contact your state's office for public disclosure and inquire whether the reason you want the info would qualify you, but I rather doubt it. The library carries reverse directories for phone numbers, how up to date they are is questionable.

reverse phone number search compiles hundreds of millions of phone book records to help locate the owner's name, location, time zone, email and other public information.

Use a reverse phone lookup to:
Get the identity of an unknown caller.
Identify an area code.
Recall the name of a person whose number you wrote down.
Identify an unfamiliar phone number that shows up on your bill.

You can't do it for free, or by paying on any website. It is illegal to obtain that kind of personal information unless you do it directly through the DMV (and I think even THAT is questionable).

It's a breach of privacy issue.

The only way to do it is if you are in a hit & run accident and you have the persons plate number. In that case you will need to contact the police or DMV. Otherwise, that information is private.
