A patriot is someone who loves their country.
A country filled with strife is one that is filled with hardship and unrest.
So the quote basically means that when there is hardship and unrest in a country, there will be people who will rise up to promote thier country's interests.

I believe it means:
When there are bad things happening to a number of people, someone is going to stand up for what's right.

I like to think of Robin Hood or King Arthur, both "patriots" to give of themselves to the greater cause.

Basically it means that when a nation is at conflict with itself there are always going to be people who want to protect the nation. Uphold the values they believe that nation has. Keep that nation from destryong itself.

i think it talks about people should feel that they are belongs to their country ,and when it meets difficulties , challenges, it should increase their membership to their countries , & never feel down , but begining of honorarey & refreshed life .
