In a game of 5-card draw when is it best to keep a Ace kicker,10's or lower?

Before drawing your cards, having a A kicker with small pair 88's for example, you have a better chance to win vs A kicker and pair of jj's. Now heard me out, you won't make 3 of a kind that often, and if you keep it with a big pair you will hardly improve your hand.

the Ace,it's always gonna be the top card (i.e. two hands have
the same pair of two pair) and will settle all ties.
