Legally, nowhere. However, you can check out some of the core technologies by checking out the Darwin project (open source)...

If you are looking for a free OS, you might want to check out one of the various Linux flavors. Ubuntu looks promising - http://www.ubuntu.com/

If you are a student, check out the college bookstore. My school must have negotiated a special deal with Apple and Microsoft cause the prices were really low.

The school bookstore had a lending program if you didn't want to purchase you could "borrow" the install disks but you had to return them within a few days. If your system crashed, just "borrow" the disks again and reinstall.

I paid about $25 for Office Mac back in 2004. The pricing may have gone up since. Not as good as free, but I have a legit copy.

You must go to Download.com to see there is alot of downloads there OK.
