Can you by a outlet converter with surge protection to allow this process to work or is there too much draw on a LCD tv monitor?

You won't have a problem with power, but you may have a problem with receiving a picture: TV in Europe is much higher resolution than TV in the US. There's a chance it won't affect your LCD TV, depending on its compatibility, but your CRT TV certainly won't work over here.

It's to do with the number of lines on the screen and the refresh rate - you use NTSC, we use PAL. If it's PAL compatible you'll be OK. Check the manual.
