I always catch him looking at me. He ran into me once and started laughing which made me think he did it on purpose. Then another time he asked me a question, I answered it, he walked away, then came back and asked the same question, then he goes over and reads the information about it that was posted in front of us. What does this behavior mean?

This guy likes you and he's flirting with you...if you like him flirt a little with him and maybe suggest going for coffee or something to get a chance to talk.
I don't think he's just teasing you. I think he likes you.

I think maybe he's trying to be flirtatious. Maybe he's just a bit shy. Help him out and talk to him first next time if you're interested.
