It really depends on what you are looking for. Sacramento summers are over 100 degrees most days. There is little in way of culture. Housing is expensive. Crime is on the rise. Traffic is worse everyday. Ask most people what they do for fun and most will say get drunk. I really can't say much about Toronto.

I would go with Toronto and I live in Sacramento. Not that I don't like it here because Sacramento is a cozy mid-sized city but Toronto is a first-class international city. It's like New York minus the crime, trash and rats. There is also so much more to do in Toronto. There honestly isn't much to do in Sacramento. To have a good time you likely have to go out of town. All Sacramento has going for it now is diversity and warm weather.

Go with Sacramento, it is a short distance between the beach and the mountains. Sacramento is 2 hours away from San Francisco, 2 Hours from Reno, and about and hour from Lake Tahoe. The weather is great, and the people are very diverse. I grew up in L.A. and moving into the Sacramento area was one of the best things i have ever done. Plus, it's in America.

Sacramento does have great weather, and the ocean is 2 hours one way, and the mountains are 2 hours the other way, but it is completely overpriced as far as housing goes.
