Not exactly a legal question, but I will try to help you...
Microsoft Access is apart of the Microsoft Office series which costs a lot of money. If you want free software that does everything Microsoft Office does (which includes Access) go to:

Openoffice.org is a spin-off of Microsoft Office originally designed only for Linux but is now available to Windows users as well. It's completely free, and I personally like it much better than Office. It takes up much less space, yes it may take more time to open it, but not that much longer and it's free. I hope this helps. Simple answer? You don't. That's a very expensive program (around $229, I believe), but there is always the open source alternative, Open Office.It's a free program developed by the open source community, and it contains a database program very similar to Microsoft Access.

Its Miro$oft... nothing comes free with them. Its all kaching with them... but if your looking for a 'knocked off' copy wink* wink* then any decent file sharing program or torrent will have them. Search and ye shall find.
