Freezer burn is a food-quality issue, not a food safety issue.
Most city and state health departments will list some facts and warnings about food...and you can link to those places and read for yourself.
Now, if the food was thawed and then re-frozen...I'd advise you NOT to eat it.

it will not make you any bad unless besides the burning there is bad smell which means bacteria is on it.
A plain burn means that the product has been in direct contact with the freezer and will do no harm except it will have unpleasant texture when eating because it is too dry. so just cut it off this part and use the rest, provided the product is in overall good condition

Cut off the freezer burn. If you cook it with the freezer burn it will not hurt you at all but it won't taste as good. Best bet is cut it off while still a little frozen, discard freezer burn, and cook the rest.

Generally, it will be safe. It may not be safe if it has been in and out of the freezer. That's a long shot.
Freezer burn compromises the flavor, texture and smell. To avoid it, be sure to wrap your product well and keep in a deep freezer. The constant opening and closing of the freezer fluctuates the temperature and shortens the life of most everything in it.

I agree, cut off the freezer burn part, thaw and prepare as you had intended. We have had to do this and cannot tell that it has affected the taste or flavor, and not anyone has gotten ill from it.
