It actually doesn't happen all the time, but it does show up often. The reason is because kids "cry" and children are also very dramatic in real life, so authors help give a better feel of a story by making characters do real things.

Perhaps it's because it's drummed into children perpetually that it's rude to shout. So one has to find a euphemistic alternative to describe the boisterous sounds which children make! (And which adults make in their company!)

To create drama that will be resolved (and they lived happily.....) in the end. It's not unlike ads or TV commercials that use the old "problem...solution...reward" formula.
