Staring is socially considered as a sign of passive agression, although it may just be a tactical (experience) mistake of some naive guy who might be liking you. Of course you feel uncomfortable, but he might not be aware of that completely within his own perceptions. In the worste case, he might be in some mental infinity spin you might want to run away from.

A better example of this is following someone. There is a difference between being followed and him knowing you know he is following you, and being followed but not knowing it and him knowing you don't know he is following you.

If that doesn't change in some reasonable time and/or chance, call for the cavalry.

When I am staring at a girl, it means I am probably interested in her and shy about saying stuff to her. If you're interested yourself, then you can do things to make yourself more approachable, like not being with a crowd of friends all the time (where I'd have to compete for your attention against someone I know you're friends with), and things like that.

Either they are totally weird or they like you and trying to get the courage up to say something to you. Some guys are just shy and not very suave at what to say to a woman to start a conversation. If your interested in them at all, you could always initiate the conversation.

Well, there's always the chance he's a stalker, so, ya know, LOOK OUT!

But, chances are, he's thinking about you, whether it's "Should I ask her out?". "*How* should I ask her out?", or just thinking dirty, dirty thoughts, lol.

If the guy isn't unimaginably hideous, then you might actually want to break the ice. I mean, even 'confident' guys get nervous to ask a girl they really like out. Just talk to him, and find out what you think of him.
