The answer to this question will vary by location, just as the laws concerning mobile phones and driving vary.

One thing you need to be aware of is that a cop can pull you over and generally make your life miserable if he wants to, regardless of what the law says. It is reasonable to think that a cop may think riding and talking on the phone is "reckless", and decide to do something about, regardless of the law. Cops might not even know the answer to this question themselves. Therefore, it is probably better to play it safe and not do this at all.

I do not believe mobile phones are forbiden to cyclist, but that does not mean it is a smart thing to do, that is cycling and using the phone at the same time.

Yes

The law applies to all vehicle users. You have to stop to talk.

I know at lest three people that have been booked.
