People are confused about this. I have Microsoft Windows XP Service Pack 3. It is a genuine copy and it is an operating system. I don't know why people think it has not been released. It is an OEM (Other Equipment Manufacturer) copy, by the way. So how do I achieve my goal?

Microsoft haven't released service pack 3 yet it's supposed to be released later this year as you probably know a service pack is a bunch of bundled fixes for an operating system so what you have isn't a genuine Microsoft XP service pack copy but something else have a look here and find out more http://www.microsoft.com/windows/lifecycle/servicepacks.mspx

XP SP 3 is due to be released in the first half of 2008. Now where did you get your copy from? See this link for the info from MS

SP3 isn't supported by Microsoft because they didn't release it yet. What you have installed is an unoficial release!
You must rebuild the icon cache to retsore them to default. Just delete IconCache.db from /Documents and Settings/Username/Local Settings/Application Data (or just search for it). After rebooting all icons should be reverted to the default state. In case they don't install an auxiliary software, like TweakUI to rebuild the icon cache.
