It's your wedding and you can do what you want! Just because it is going to be a small civil service doesn't mean that you can't do the things that you really want.
My friend got married in her back yard by a judge, she wore a black dress, and was 7 months pregnant, the seats had cells phones on them- all calling so that different family members could listen in. She had a bouquet of roses...
What ever makes you happy will be appropriate.

Yes you can still have a small bouquet. Have you ever considered a small wreath of flowers with ribbon flowing down to hold instead of a bouquet? The wreath signifies the wedding band, and the circle of life.

The bouquet has no specifically religious meaning. So I don't see why you couldn't have one at a civil wedding. I've seen them at civil weddings. So relax and enjoy. Congratulations by the way

Yes, this is your wedding so you do whatever you want to. I got married at the justice of the peace years ago and I had a bouquet. Congratulations and I wish you and your new spouse a lifetime of happiness together.

yea sure, why not! I actually had to go to the courthouse a few days ago to put in the paperwork for my company to sue some folks who decided paying us wasn't necessary and saw a couple fixing to get married and she had a small bouquet, about the size I consider for bridesmaids, but it was really appropriate for the situation, I had a friend who went a few months ago and had like a half dozen roses and greenery, once again, small, but appropriate!

I had a civil wedding and I say it's your day so do what you want. It may not the traditional church wedding but if you want to hold flowers then by all means do so.
